Born in Tambunan, a small valley surrounded by mountains and rivers, Dr Jeffrey grew up witnessing both the beauty and hardship of rural Sabah.
He is the younger brother of the former Chief Minister of Sabah Tan Sri Joseph Pairin Kitingan, another key name in Sabah’s political history.
But unlike most politicians who entered politics for convenience or power, Dr Jeffrey began his journey as a researcher and reformer, studying how Malaysia was structured — and how that structure quietly eroded Sabah’s autonomy.

Dr Jeffrey isn’t just a politician — he is one of the few with a doctorate in political science and decades of experience in both federal and state government service.
He once served as a senior federal officer and as the Director of the Institute for Development Studies (IDS Sabah) — the same institute that once advised the state on economic planning.
It was during this time that he began studying the Malaysia Agreement 1963 (MA63) and discovered something troubling:
Sabah’s position in Malaysia had been gradually downgraded from an equal partner to a mere state.
